Hiring foreign workers from visa-required countries

A quota is a government regulatory mechanism that sets the maximum number of foreign specialists permitted to work in Russia. The annual quota is established by a separate resolution of the Government of the Russian Federation.

How the quota system works

Foreign-worker quotas are valid for one year. Russia's Ministry of Labour allocates quotas among the regions and may adjust them during the year based on decisions of regional interdepartmental commissions.

Because quotas are set annually and the figures change each year, employers must submit their documents in advance to obtain permission for the following year.

Important: the exact filing deadlines and required documents depend on the region and the current requirements of the competent authorities.

Application procedure

Four main stages

Obtaining a quota

The employer applies for a quota in advance, usually by 1 May of the year preceding the planned recruitment.

Obtaining the employer permit (RPIIR)

The need for foreign workers is substantiated and the application package for permission to engage and employ foreign workers is prepared.

Obtaining individual work permits (RNR)

Once the employer permit has been issued, an individual work permit is obtained for each foreign national.

Employment contract and notifications

An employment contract is signed and the required notifications are submitted to the relevant Ministry of Internal Affairs units.

Stage I Preparing the quota application documents

The employer prepares and submits:

  • an application stating the need for foreign workers, using the regional form;
  • a justification for hiring foreign nationals: a description of business activities, evidence that suitable Russian personnel are unavailable and the rationale for recruiting specialists from India;
  • employer details: OGRN and INN registration numbers, articles of association, an extract from the Unified State Register of Legal Entities and premises documents;
  • a proposed list of roles and job functions aligned with OKVED and ETKS classifications;
  • a forecast of the number of foreign workers required for the following year;
  • company financial indicators, where required by the region;
  • letters from counterparties or equipment delivery plans that may strengthen the application.
Stage II Obtaining permission to engage foreign workers (RPIIR)

Once the quota is approved, the full RPIIR application package is prepared.

Employer documents

Articles of association, OGRN and INN registration numbers, an extract from the Unified State Register of Legal Entities, lease or ownership documents, company details, a draft employment contract, staffing schedule, contracts, certificates and other evidence of business activity.

Evidence of need

An explanatory note, confirmation from the employment centre that suitable Russian candidates are unavailable, interview records, vacancy details and a business case for increased production or services.

Foreign worker's documents

Passport, notarised translation, photograph, voluntary medical insurance and qualification documents, including diplomas and education certificates.

Stage III Individual work permit (RNR) for each foreign national

After receiving the RPIIR, the employer arranges the following for each foreign national:

  • an application using the Ministry of Internal Affairs form;
  • passport and translation;
  • receipt for payment of the state fee;
  • medical examination documents, including HIV, substance-use and infectious-disease screening;
  • voluntary medical insurance policy;
  • photograph;
  • a residential lease or other document confirming suitable accommodation.
Stage IV Employment contract and Ministry of Internal Affairs notifications

Once the work permit is issued, an employment contract is signed. The employer submits:

  • notification of the employment contract in accordance with Article 13 of Federal Law No. 115-FZ;
  • notification that a workplace has been provided to the foreign national;
  • the required annual reports to the Ministry of Internal Affairs.

Changes to employment, including transfer or termination, also require careful management of mandatory notifications.
